On June 17, 2024, the OECD Council<\/strong>, comprising 38 member countries, unanimously approved the opening of accession discussions with Thailand<\/strong>. This marks a significant step for Thailand to play a role on the global stage and elevate the country to international standards in all dimensions.<\/p>\n\n

Thailand submitted its original letter of intent to join the OECD in April 2024 and was invited to participate in a special agenda discussion with the OECD Council. Thailand presented the country’s strengths and the mutual benefits both parties would gain from Thailand’s membership. This demonstrated Thailand’s commitment to applying for membership, after which the OECD Council unanimously decided to open accession discussions with Thailand. As a result, Thailand now has the status of an applicant country in the accession process<\/strong> to the OECD (OECD Accession Country)<\/strong>. <\/strong><\/p>\n\n

For the next step, the OECD Secretary-General will prepare an Accession Roadmap for Thailand, which is an important document outlining the membership process and various conditions. Throughout the accession process, Thailand will need to work closely with the OECD Committee to improve legislation, policies, and practices to align with OECD standards<\/strong> in order to achieve full membership in the future.<\/p>\n\n

Although government agencies will be the main actors in working with the OECD, aligning domestic standards with OECD standards covers various sectors and involves all parts of Thai society, such as good governance, transparency, responsible business conduct, fair trade competition, education, labor, spatial development, environment, and digital issues. The key condition for Thailand’s successful OECD membership is demonstrating willingness<\/strong> (willingness)<\/strong> and ability<\/strong> (ability)<\/strong> to comply with OECD legal instruments<\/strong> (OECD legal instruments)<\/strong>, as well as ensuring that Thailand’s policies and practices align with OECD standards<\/strong> OECD<\/strong> in those areas<\/strong>. This requires participation and cooperation from the public sector, private sector, citizens, and civil society to align with OECD standards, enabling Thailand to pass the assessment and become a full OECD member.<\/p>\n\n

The OECD accession process has clear steps and procedures, which will help Thailand proceed systematically, efficiently, and inclusively. Joining the<\/strong> OECD<\/strong> is not a free trade agreement<\/strong> (FTA)<\/strong>, but rather a development and elevation of Thailand’s standards in all areas to match international levels<\/strong>. As the OECD is a leading international organization in setting global standards, Thailand’s membership would bring the country to world-class standards, enhance other trade negotiations Thailand is pursuing, increase opportunities for Thailand in all aspects, and positively impact the quality of life for Thai citizens.<\/p>\n\n

The Office of the National Economic and Social Development Council and the Ministry of Foreign Affairs, as the main coordinating agencies in driving Thailand’s OECD membership, will continuously raise awareness to encourage all sectors to participate in Thailand’s OECD accession process as much as possible. This is because OECD membership is not just a matter for the government, but for all citizens to jointly drive Thailand into the orbit of global standards together<\/strong>.<\/p>\n\n
