On Thursday, August 27, 2026, Mr. Danucha Pichayanan<\/strong>, Secretary-General of the NESDC<\/strong>, along with NESDC officials, welcomed Mr. Frantisek Ruzicka (<\/strong>Mr. Frantisek Ruzicka), Deputy Secretary-General of the Organisation for Economic Co-operation and Development (OECD)<\/strong>, and his delegation. They discussed progress on Thailand’s OECD accession during his visit to Thailand for the 29th ASEAN Labour Ministers Meeting, hosted by Thailand. <\/p>\n\n

On this occasion, the NESDC Secretary-General<\/strong> discussed Thailand’s progress in the technical assessment phase. Currently, Thai agencies are responding to questionnaires and providing information through in-depth interviews with the OECD Secretariat visiting Thailand. All agencies remain committed and ready to cooperate on OECD-related activities. Furthermore, he expressed appreciation to the OECD Secretariat for supporting Thai agencies during the technical assessment, as well as to OECD member countries such as Australia, Japan, the United Kingdom, and the French Republic for providing capacity-building support. This support is a key factor in helping Thailand achieve its goal of OECD membership by 2028. However, the Thai side expressed concerns and requested the OECD to expedite the process, particularly regarding accession to the OECD Anti-Bribery Convention. Thailand must become a party to this convention before it can undergo technical assessment by the Working Group on Bribery in International Business Transactions, one of the 25 committees evaluating Thailand’s membership. Currently, the NACC and relevant agencies are proposing amendments to three laws and regulations to align with the convention, which may take time to process.<\/p>\n\n

The OECD Deputy Secretary-General<\/strong> commended Thailand for setting a clear membership goal, which facilitates effective acceleration and monitoring of progress. He emphasized that Thailand’s accession process has received positive feedback from OECD member countries, a promising sign for overall operations. However, he noted that the technical assessment is one of the most complex and challenging stages of the accession process. He recommended that Thailand maximize communication and engagement across all sectors to build public awareness and understanding. He also suggested considering the secondment of officials to the OECD headquarters to learn operational procedures and enhance interaction with the OECD. The OECD is ready to support and partner with Thailand throughout the accession process.<\/p>\n\n

Furthermore, both parties exchanged views on six priority areas for which Thailand seeks support from the OECD and its member countries to organize capacity-building activities for Thai agencies<\/strong>: (1) anti-bribery, (2) investment policy and responsible business conduct, (3) human capital development and education, (4) sustainability and the green transition, (5) artificial intelligence and the digital transition, and (6) social inclusion. The OECD and member countries expressed their willingness to provide support, particularly regarding social inclusion, which is a shared priority between the OECD and ASEAN countries. The NESDC Secretary-General stated that Thailand prioritizes policies for vulnerable informal workers, such as food delivery drivers and gig workers, by strengthening the social safety net to ensure greater security within the Thai economy. The OECD Deputy Secretary-General recommended that Thailand seek assistance and guidance from OECD member countries like Australia, Japan, the United Kingdom, Canada, and Poland, which have established best practices in these areas, to upgrade informal labor policies and further strengthen cooperation between Thailand and OECD member countries. <\/p>\n\n
