Cabinet approves draft MOU between NESDC and OECD, establishing a steering committee to lead Thailand toward OECD membership by 2028

On July 7, 2026, Ms. Ratchada Thanadirek, Deputy Spokesperson for the Prime Minister’s Office, revealed that Prime Minister Anutin Charnvirakul prioritizes the reform of government regulations to ensure swift public administration, as stated in the policy address to Parliament in April 2026. The objective is for various agencies to accelerate Thailand’s accession to OECD membership by 2028. This will benefit the entire nation by elevating public sector management standards, modernizing laws to meet international standards, enhancing the country’s credibility, and boosting confidence among global investors.

Furthermore, during the meeting on July 7, 2026, the Cabinet resolved to approve the drafting of an agreement between the Office of the National Economic and Social Development Council (NESDC) and the Organisation for Economic Co-operation and Development (OECD), as proposed by the NESDC. The OECD will provide knowledge, analytical tools, and support activities for the formulation of the 14th National Development Plan. The scope of cooperation under this draft agreement is divided into two phases: Phase 1, where the OECD supports the Strategic Foresight process to analyze trends, uncertainties, and impacts on the country’s development direction; and Phase 2, where the OECD co-designs innovation and plan-driving mechanisms by applying best practices from member countries.

“Additionally, the Cabinet approved in principle the draft Regulation of the Office of the Prime Minister on the Steering Committee for Thailand’s Accession to the Organisation for Economic Co-operation and Development (OECD) B.E. …. The committee consists of 17 members, with the Prime Minister serving as Chairman. This will be highly beneficial in supporting the OECD accession process efficiently and holistically, as well as accelerating actions to achieve Thailand’s goal of OECD membership by 2028 through concrete and lawful mechanisms,” Ms. Ratchada stated.
