What is OECD?

The Organisation for Economic Co-operation and Development (OECD) is an international organization that plays a key role in providing research, consultation, the exchange of best practices, and policy recommendations aimed at promoting stability, equality, well-being, and an improved quality of life — in line with its vision of “Better Policies for Better Lives.”

Background

The OECD originated from the Organisation of European Economic Cooperation (OEEC), which was established in 1948 under the Marshall Plan to help rebuild the economies of European countries after World War II. Later, in 1961, it was restructured as the Organisation for Economic Co-operation and Development (OECD), with its headquarters located in Paris, France.

OECD STRUCTURE

Council (Council)

The Council consists of representatives from member countries and the European Union, with the OECD Secretary-General as the chairperson. The Council oversees and sets the direction of the organization, using a consensus-based decision-making mechanism.

Committees (Committees)

Committees comprise over 300 sub-committees covering all sectors. They discuss, create, and review policies, as well as assess the impact of policy implementation. They also disseminate knowledge and policy experiences through collaboration with experts, working groups, and directorates.

Secretariat (Secretariat)

The Secretariat consists of directorates with over 3,300 staff members. It collects data and presents analytical results along with policy recommendations to support committee discussions as directed by the Council.

The Organisation for Economic Co-operation and Development (OECD) is an international organization that plays a crucial role in providing research information and advice, exchanging best practices, and developing policy recommendations to promote security, equality, well-being, and improved quality of life, in line with the vision “Better Policies for Better Lives.”

  1. Promote cooperation to address global economic issues by providing a forum for exchanging information and policy experiences.
  2. Collect and disseminate important statistical data. OECD publishes knowledge in various fields annually and maintains over 40 global and country-specific economic databases.
  3. Serve as a source of knowledge and disseminate in-depth country information through experts in both theory and practice.
  4. Provide advice to government agencies of various countries and offer research services to other international organizations such as the UN and IMF.
  5. Establish global standards covering various fields crucial for national development by defining instruments or other documents that promote global economic expansion and cooperation in areas such as taxation, environment, energy, education, anti-corruption, and governance.

Currently, OECD focuses on expanding its role and mission to address cross-border challenges in the globalization era, such as promoting free trade, providing development assistance, international taxation, and promoting good regulatory practices.

Thailand established an official relationship with OECD in 2005 by becoming a full participant in the OECD Development Centre and has since been involved in various OECD committees and working groups.

Over the past two decades, Thailand has learned and adapted to align with OECD standards. In 2018, a Memorandum of Understanding (MOU) was signed between the Thai government and OECD to initiate the Thailand-OECD Country Programme, making Thailand the first country in Southeast Asia to do so. The program aims to drive Thailand’s reform agenda in various areas, exchange knowledge and expertise, and support effective and concrete implementation of OECD standards. This program was completed in 2021. Additionally, Thailand has played a significant role in the OECD Southeast Asia Regional Program (SEARP), successfully co-chairing with the Republic of Korea from 2018 to 2022.

Currently, a Memorandum of Understanding has been signed to renew the Country Programme between the Government of the Kingdom of Thailand and OECD. The Thailand-OECD Country Programme Phase II began in March 2023, which will help Thailand continue to access OECD knowledge and best practices in various fields. This aligns with the implementation of the 20-year National Strategy (2018-2037) and the 13th National Economic and Social Development Plan, as well as strengthening the relationship between Thailand and OECD, bringing Thailand closer to OECD membership in the near future.
