Mr. Borwornsak Uwanno, Deputy Prime Minister, accompanied by Mr. Noppol Chuklin, Assistant Minister to the Prime Minister’s Office and Secretary-General of the OPDC, attended the 2026 OECD Global Anti-Corruption & Integrity Forum (GACIF) from March 24–26, 2026, at the OECD Headquarters in Paris, French Republic. This global platform brings together leaders and experts in anti-corruption and the enhancement of public sector integrity.
(1) GACIF – Welcome Remarks: “The Integrity Advantage”
The Deputy Prime Minister delivered the opening remarks for Session 1 alongside Mr. Mathias Cormann, Secretary-General of the OECD, and Mr. Luis Abinader, President of the Dominican Republic. Key points of consensus included:
🔱 Transparent states can increase tax collection by an average of 4% of GDP, which can be reinvested into public services.
🔱 The Anti-Corruption and Integrity Outlook 2026 revealed a 19% global gap between legislation and actual implementation, representing a major challenge for all nations.
🔱 The Deputy Prime Minister emphasized that Thailand is transitioning from mere regulation to fostering a culture of integrity among civil servants, utilizing Digital & AI to reduce official discretion and close loopholes for petty corruption.
(2) Side Event: Thailand and the OECD launched the report “Advancing Public Integrity in Thailand,” the third Integrity Review for Thailand. This report assesses progress in implementing OECD recommendations for enhancing public sector integrity from 2018 and 2021. It explores advancements and sets goals for reforming the Thai public sector to be transparent and accountable according to OECD standards, with a core focus on practical implementation to build trust and prepare for OECD membership.
The Deputy Prime Minister delivered the opening remarks, highlighting three pillars for building an integrity-based society in Thailand:
1. Preventive Measures: Accelerating the Regulatory Guillotine to reduce redundant regulations that create opportunities for bribery, and utilizing e-Services to eliminate petty corruption.
2. Enforcement Measures: Enhancing asset inspections and advancing whistleblower protection laws.
3. Creating an Environment of Integrity: Strictly enforcing the seven ethical standards and engaging the private sector and civil society as monitoring networks.
(3) Bilateral Discussions during the GACIF Meeting
🔱 The Deputy Prime Minister met with the CEO of the Open Government Partnership (OGP). The OGP welcomed Thailand’s membership and suggested using the OGP as a mechanism to drive public participation, ensuring that openness and public sector integrity serve as the foundation for OECD accession.
🔱 The Deputy Prime Minister held discussions with the Ministers of Justice of Romania and Croatia to exchange lessons learned in preparation for the Technical Review phase and to develop an efficient roadmap for OECD membership.
🔱 The Deputy Prime Minister met with the OECD Secretary-General to strengthen cooperation and prepare for the Secretary-General’s visit to Thailand in late 2026, reaffirming Thailand’s commitment to the OECD accession path.
🔱 The Secretary-General of the OPDC met with Mr. Janos Bertok, Deputy Director for Public Governance, to prepare for the Technical Review process in accordance with PGC guidelines.
