Current Operational Plan


The Greater Mekong Subregion (GMS) Economic Cooperation Program Strategic Framework 2030: GMS-2030

A strategic plan aimed at creating an integrated, prosperous, sustainable, and inclusive Greater Mekong Subregion. It establishes a new mission for subregional cooperation that emphasizes strengths in community, connectivity, and competitiveness dimensions, while adhering to principles of flexibility, environmental sustainability, internal and external regional integration, and inclusivity to build a GMS community with a shared future. This strategy was officially endorsed by the leaders of all six GMS countries at the 7th GMS Summit in 2021.

Regional Investment Framework: RIF 2026

A joint investment framework for the six GMS member countries, comprising various projects supported by the Asian Development Bank (ADB), individual country governments, other multilateral and bilateral development partners, as well as projects developed by the private sector. The implementation period spans 3 years from 2024 to 2026, including 128 projects with a total investment value of 17.7 billion US dollars.

GMS Digital Economy Cooperation Initiative

The initiative aims to promote trade facilitation, accelerate digital connectivity, foster digital technology innovation, expedite digital financial system development, improve digital inclusivity, and develop advanced digital governance. It presents policy recommendations for accelerating comprehensive digital economy development in the GMS, maximizing digital competitiveness benefits, and promoting digital adoption for sustainable and inclusive economic growth.

The GMS Innovation Strategy for Development 2030

The strategy aims to transform the Greater Mekong Subregion into a dynamic center for innovation, creativity, and sustainable development. It seeks to drive inclusive economic prosperity and improve people’s lives through a more sustainable and integrated economy. The strategy will also support and strengthen national innovation strategies in GMS countries by identifying existing weaknesses in the subregion’s current innovation systems. It focuses on three key strategies: (1) Digital Transformation, (2) Green Transition, and (3) Connectivity, to accelerate progress towards achieving the GMS-2030 Strategic Framework and address subregional challenges.

The Greater Mekong Subregion Gender Strategy Implementation Plan 2025 – 2030

This strategic plan aims to develop the integration of gender equality through the GMS-2030 Strategic Framework. It will help increase inclusivity and ensure that women benefit equally from regional cooperation. The plan also focuses on developing new innovative approaches to mainstream gender issues, highlighting gender barriers and problems within social norms.

Digital Transformation Action Plan 2025 – 2027

The Action Plan is developed within the scope of the GMS Digital Transformation Study. It aims to harness the benefits of the digital revolution to support the competitiveness and development of the GMS Program. The plan identifies specific actions and initiatives to lead to both short-term and long-term benefits for the subregion.

Regional Investment Framework: RIF 2025 – 2027

The Regional Investment Framework 2025 – 2027 compiles a list of GMS projects for a 3-year period. RIF 2027 includes a total of 176 projects from all 6 countries and across all cooperation sectors.
