NESDC Advancing Cooperation with OECD on Sustainability through Policy Dialogue on Inclusive Green Transition in Thailand

On Friday, September 22, 2023, NESDC in collaboration with the OECD Development Centre, organized a policy dialogue on Inclusive Green Transition in Thailand. The meeting was attended by Mr. Wanchat Suwannakitti, Deputy Secretary-General of the National Economic and Social Development Council, Ms. Sara Rezoagli, Deputy Head of the Delegation of the European Union to Thailand, and Mr. Federico Bonaglia, Deputy Director, OECD Development Centre, along with representatives from Thai government agencies, OECD, the European Union (EU), and relevant international organizations. The meeting was held at Bangkok Marriott Hotel The Surawongse, Bangkok, and via video conference. The meeting was also honored by the participation of H.E. Mr. Jyri Järviaho, Ambassador of Finland to Thailand.

This policy dialogue served as a forum for exchanging views on inclusive and just green transition, divided into three sessions with participation from government agency representatives: (1) Energy transition and promotion of labor skills and social policies, with representatives from the Ministry of Labour and the Office of the Higher Education, Science, Research and Innovation Policy Council; (2) Environmental impacts and social protection, with representatives from the Ministry of Social Development and Human Security and the Ministry of Finance; and (3) The role of partnerships and international cooperation in promoting inclusive green transition, with representatives from the Ministry of Foreign Affairs and the Ministry of Natural Resources and Environment. Representatives from relevant international organizations, including OECD, EU, and the Finnish and Swedish Embassies in Thailand, participated in sharing opinions and best practices on inclusive and sustainable green transition from various countries, including employment policies supporting energy transition, social protection measures, and financial measures to address impacts from energy transition.

The results of this dialogue will be incorporated by DEV into a policy report under the Policy Dialogue on “Transforming Asian Economies: Towards Shared Gains” project, which will provide policy recommendations to Thailand for developing production and energy transition towards inclusive and sustainable green energy. This will benefit Thailand’s policy development, particularly in employment, transition management, and seeking international cooperation, helping Thailand transition to a green society in an inclusive, sustainable manner that leaves no one behind.

On this occasion, the Deputy Secretary-General of NESDC emphasized the importance of energy transition requiring government cooperation with all sectors in preparing readiness in all dimensions. This dialogue will help support Thailand’s operational advancement, including the implementation of the Country Programme Phase 2 between Thailand and OECD in the areas of social inclusion and human capital development cooperation, and green recovery cooperation, with NESDC serving as the main coordinating agency for the project. Additionally, appreciation was expressed for government agencies’ strong and continuous cooperation with OECD, emphasizing that today’s dialogue demonstrates Thailand’s commitment to participating with OECD, including adopting best practices for national development and raising relevant standards, bringing Thailand closer to OECD membership and enabling sustainable competition on the global stage.
