General Information about MJ-CI Framework

The Mekong-Japan Economic and Industrial Cooperation Initiative (MJ-CI) is a cooperation framework between Japan and five Mekong countries: Cambodia, Laos, Myanmar, Thailand, and Vietnam. Established in 2009, it aims to reduce economic and development gaps within the sub-region, leading to peace, stability, and prosperity through Japan’s support. It also promotes value chain connectivity in the sub-region, which serves as a production base for Japanese companies in various industries such as automotive, electronics, and industries that extend Japan’s value chains, including food industry, health tourism, and elderly care services.

Currently, the MJ-CI framework has cooperation in 3 main pillars according to the Mekong Industrial Development Vision 2.0 (MIDV2.0) for 2019-2023:

The 28th Meeting on Mekong-Japan Economic and Industrial Cooperation under WEC-WG, held on October 4, 2023, in Bangkok, acknowledged the progress and achievements of projects under the Mekong Industrial Development Vision 2.0 (2021-2023). These include supply chain enhancement, improvement of Cambodia’s National Highway No. 5, support for Thailand’s energy transition planning, and environmental technology transfer training.

Additionally, the meeting discussed shared challenges and solutions for the Mekong sub-region, including energy crisis, technological transition, supply chain disruptions, and workforce skills. The meeting emphasized increased private sector participation, with the ASEAN-Japan economic co-creation vision serving as a guideline for future cooperation.

Current Action Plans

Mekong Industrial Development Vision 2.0
(MIDV 2.0)

MIDV 2.0 serves as the main operational guideline under the MJ-CI framework, covering the period 2021-2025. This plan responds to rapid global and regional changes, including industrial structure shifts with digital economy integration, service industry development demands due to middle-class growth, wage increases, and social changes requiring social and economic infrastructure, urban expansion, environmental challenges, climate change, and progress toward SDGs. Therefore, MIDV 2.0 focuses on three main pillars:

Focus on upgrading the production sector by leveraging digital technology advancements

Sustainable Development Goals

Promote sustainable social and environmental development, including urban expansion
