Special Senior Officials’ Meeting for IMT-GT and GMS Programs and other Related Meetings

From August 20-22, 2024, Ms. Sasithon Palattadej, Policy and Planning Advisor, along with NESDC officials, attended the Special Senior Officials’ Meeting for the Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) Development Program,
the Greater Mekong Subregion Economic Cooperation Program (GMS),

General Information about IMT-GT Program

The Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) was established in 1993, covering 14 southern provinces of Thailand, 11 states in northern and western Malaysia, and 10 provinces in Sumatra, Indonesia. Its objective is to promote regional economic development by leveraging advantages from geographical proximity and similarities in geography, environment, religion, culture, traditions, and language.

Currently, IMT-GT operates under the IMT-GT Vision 2036 aiming to become an integrated subregion with innovation-driven development, reduced inequality, and sustainable growth. The Implementation Blueprint 2022-2026 (IB 2022-2026) serves as the operational plan, comprising: (1) Economic corridor development for regional integration, (2) Private sector-driven growth, (3) Establishment of responsive institutional mechanisms, (4) Inclusive growth, and (5) Implementation of green economy, blue economy, and circular economy principles in subregional development.

The IMT-GT program focuses on establishing transport connectivity while promoting cross-border production and trade networks in the subregion through 6 corridors:

1. Songkhla-Penang-Medan Corridor (EC1)
2. Malacca Straits Corridor (EC2) connecting Krabi (Thailand) – Malacca (Malaysia)
3. Aceh-Medan-Pekanbaru-Palembang Corridor (EC3)
4. Malacca-Dumai Corridor (EC4)
5. Ranong-Phuket-Aceh Corridor (EC5)
6. Pattani-Yala-Narathiwat-Kelantan-Perak-Southern Sumatra Corridor (EC6)

Emphasizes collaboration between private sectors of the three countries and highlights the role of chief ministers and governors as key mechanisms in driving development that truly reflects the needs and priorities of private sector and local communities in economic and social development under the IMT-GT program.

These are investment projects for developing infrastructure in IMT-GT member countries, covering roads, airports, ports, and industrial estates to achieve economic and social integration. The projects also support concrete implementation of economic corridors. Currently, there are 36 PCPs with a total investment value of US$57 billion (approximately 2.05 trillion baht).

SUDF is an investment framework promoting green city network development and environmentally friendly green investments, such as energy efficiency, transport pollution reduction, and biodiversity conservation alongside utilization. This investment framework operates from 2019 to 2036.

Other Operating Mechanisms

Driven through various levels of meetings as follows:

Summit Level

The highest-level meeting mechanism of IMT-GT leaders, held annually to set overall program strategy and acknowledge past performance.

Ministerial Level

(Ministerial Meeting)

A meeting mechanism of IMT-GT ministers from each country, held annually with rotating hosts alphabetically, to monitor the past year’s operations and set policy directions and track various project implementations according to summit-level strategies.

Chief Ministers and Governors Forum

A meeting mechanism for executive-level officials from IMT-GT cooperation areas, held annually at the same venue as the ministerial meeting, one day prior.

Senior Officials
Level

A mechanism for senior officials to monitor and provide recommendations in accordance with operational plans and directives from IMT-GT leaders and ministers.

Working Group
(Working Group)

Meetings to monitor and drive implementation by operational agencies in each cooperation sector, covering 8 sectors.

National Secretariat

A mechanism supporting IMT-GT operations, primarily responsible for coordinating with domestic and international agencies and monitoring program implementation.

Centre for IMT-GT Subregional Cooperation (CIMT)

The Centre for IMT-GT Subregional Cooperation (CIMT) supports IMT-GT program implementation in coordination with national secretariats of member countries, various working groups, and development partners, with its office located in Putrajaya, Malaysia.

Single Tourism Destination

Accelerating tourism activities to support the IMT-GT Tourism Campaign 2023-2025, emphasizing private sector and local leadership roles, and utilizing continuously developing transport infrastructure.

Driving Key Projects under IB 2022-2026

Accelerating the signing of MoU on palm oil cooperation and Framework of Cooperation in Customs, Immigration, and Quarantine (FOC in CIQ) to facilitate cross-border movement of goods and people, establishing digital technology cooperation, and developing halal certification systems while upgrading halal industry workforce.

Driving towards Green and Blue Economy

Enhancing environmental sustainability through environmental cooperation projects, alongside green city initiatives and SUDF investment plans, while supporting local governments in accessing funding opportunities for green and blue economy.
