Background and Principles

Human Resource Development (Human Resource Development) aims to enhance labor competitiveness, promote the integration and harmonization of labor skill standards, and efficiently share labor market information. The Working Group on Human Resource Development (WGHRD) serves as the mechanism for driving this cooperation sector, focusing on developing competitive personnel and strengthening relationships among personnel throughout the IMT-GT. In this regard, the Ministry of Foreign Affairs (Thailand International Cooperation Agency) has been designated as Thailand’s primary coordinating agency at the working group level,
with the Department of Skill Development, Ministry of Labour, serving as the implementing agency for activities and projects.
The Human Resource Development Working Group aims to enhance labor competitiveness, promote the harmonization of labor skill standards, and effectively share labor market information.

Recent Progress
Five key issues related to human resource development have been identified: (1) Digital and AI, (2) Clean Energy, (3) Services, such as digital services, finance, and insurance, (4) the Semiconductor Industry, and (5) Food Security and Smart Agriculture. Furthermore, an agreement was reached to share Labour Market Information (LMI) according to mutually defined sectors to support labor strategic planning. There is also a focus on jointly developing a Micro-Credentials system to facilitate skill certification and the issuance of certificates for upskilling the workforce, while aiming to further strengthen cooperation with UNINET and JBC for the development of new initiatives in the future.
