7. Human Resource Development


Background and Principles

The Human Resource Development Working Group aims to enhance labor competitiveness, promote the integration and harmonization of labor skill standards, and efficiently share labor market information. The Thailand International Cooperation Agency (TICA) has been designated as the primary coordinating agency for Thailand’s Human Resource Development, Education, and Culture Working Group, with the Department of Skill Development, Ministry of Labour, serving as the implementing agency for activities and projects.

Recent Progress

Five key issues related to human resource development have been identified: (1) Digital and AI, (2) Clean Energy, (3) Services, such as digital services, finance, and insurance, (4) the Semiconductor Industry, and (5) Food Security and Smart Agriculture. Furthermore, an agreement was reached to share Labour Market Information (LMI) according to mutually defined sectors to support labor strategic planning. There is also a focus on jointly developing a Micro-Credentials system to facilitate skill certification and the issuance of certificates for upskilling the workforce, while aiming to further strengthen cooperation with UNINET and JBC for the development of new initiatives in the future.
